XrootD version updates

Create a sandbox in aquilon

edit XROOTD_CEPH_BUFFERED_VERSION and/or XROOTD_VERSION in

1. ./ral-tier1/service/ceph/echo/config.pan

2. ./ral-tier1/service/ceph/echo-pre/config.pan

3. ./ral-tier1/service/ceph/echo-dev/config.pan

4. ./ral-tier1/features/ceph/xrootd-gw-alice/config.pan

add hosts to sandbox for testing (aq manage --hostname fqdn --sandbox fedid/sandbox)

compile hosts/sandbox

test the changes

sandbox_publish_with_rebase

merge into prod (following review procedures)

send an elog of the update

release the hosts from the sandbox (aq manage --hostname fqdn --domain prod)

recompile ALL gateways
